95 civic bad gas mileage?

I bought a 95 civic ex coupe completely stock from a honda dealer about 3 weeks ago. They said they changed all fluids and everything was in great shape. It only has 117k. after driving a few weeks I’ve been getting only 170 miles per tank and I dont drive fast or crazy; just normal chicago city driving. I know its cold out and that affects mileage, but should i be getting less than 20 mpg on this car?

Well you could start by checking your fuel pressure, spark plug condition and gap, condition of distributor cap and rotor, etc
